Eldor Adilov has been appointed Minister of Health of Uzbekistan by a presidential decree. In connection with this, he has been relieved of his post as head of a sector in the Department of Legal Expertise and Comprehensive Analysis of the Presidential Administration. The appointment was announced on Tuesday evening by presidential press secretary Sherzod Asadov.
Earlier, Adilov’s candidacy had been approved by deputies of the Legislative Chamber of the Oliy Majlis.
Under the same decree, Asilbek Khudayarov was relieved of his post as Minister of Health due to a transfer to another position.
At the same time, an updated leadership structure of the ministry was approved. By presidential resolution:
- Otabek Imamov was appointed First Deputy Minister of Health;
- Jaloliddin Asamutdinov — Deputy Minister for compliance and internal anti-corruption control;
- Adkham Khudaykulov — Deputy Minister;
- Sherzod Mukhamedov — Deputy Minister;
- Ilkhomjon Umurzakov — Deputy Minister. In connection with this, he was relieved of his post as Deputy Minister of Economy and Finance and Director of the Department for Public-Private Partnership Development.
Separate resolutions dismissed:
- Alisher Boboyev — First Deputy Minister of Health;
- Elmira Basitkhanova — Deputy Minister of Health;
- Farkhodjon Tashpulatov — Deputy Minister of Health.
Abdulla Azizov was also appointed Director of the Agency for the Development of the Medical and Pharmaceutical Industry under the Ministry of Health. In connection with this, he was relieved of his post as Director of the Agency for the Development of the Pharmaceutical Industry. In effect, Azizov retained his position, as the organization was simply renamed.
The personnel changes come amid criticism of the healthcare system. In April 2025, Legislative Chamber deputy Gulnora Abduvokhidova sent a parliamentary inquiry to then-Minister Asilbek Khudayarov regarding an increase in deaths in private clinics.
In her appeal, she stated that cases of death or disability resulting from incorrect diagnoses or treatment in certain private medical institutions are causing serious public concern.
Additional public debate was also triggered by the transition to the “Electronic Prescription” system.
