The President of Uzbekistan, Shavkat Mirziyoyev, signed the decree establishing the American-Uzbek Business and Investment Council on November 12. The new body is intended to coordinate strategic business initiatives, develop trade and investment cooperation, and support projects between Tashkent and Washington.
The Council will be chaired jointly by the Head of the Presidential Administration of Uzbekistan, the President’s daughter Saida Mirziyoyeva, and a representative of the U.S. President. The document notes that the initiative is the result of agreements reached during Shavkat Mirziyoyev’s visit to the United States from November 4–6, 2025, within the framework of the “C5+1” summit.
Key areas of the Council’s work include:
- coordination of strategic investment and trade projects;
- creation of a special investment fund involving the U.S. International Development Finance Corporation (DFC), the European Bank for Reconstruction and Development (EBRD), the International Finance Corporation (IFC), and the Asian Development Bank (ADB);
- negotiations on reciprocal tariff reductions;
- promotion of the export potential of IT park residents;
- proposals for diversifying the country’s investment portfolio, including foreign exchange reserves.
From January 1, 2026, a position of Counselor-Envoy — representative of the Presidential Administration — will be introduced in the Embassy of Uzbekistan in the U.S. This official will coordinate the Council’s work and supervise major investment projects.
Additional consulates are planned in Philadelphia, Chicago, Orlando, and Seattle, where large Uzbek diasporas reside.
The decree also stipulates that from 2026, investment operations by residents in the U.S.—transfers for participation in capital or for replenishing company working capital—will be conducted without restrictions. The Central Bank is instructed to make the necessary legislative amendments.
Implementation of the decree is entrusted to Saida Mirziyoyeva.
