Saida Mirziyoyeva appointed Managing Director of the Tashkent International Financial Centre

Saida Mirziyoyeva, who heads the Presidential Administration of Uzbekistan, has been appointed Managing Director of the Tashkent International Financial Centre (TIFC) alongside her current position.

The appointment was announced by Presidential Press Secretary Sherzod Asadov.

Responsibilities of the Managing Director

Under the presidential decree, the Managing Director of the TIFC will also serve as Secretary-General of the Financial Centre’s Council. The Managing Director will be responsible for forming the council’s agenda and chairing its meetings in the absence of the chairperson.

One of Saida Mirziyoyeva’s key responsibilities — as the eldest daughter of President Shavkat Mirziyoyev and head of the Presidential Administration — will be to coordinate the launch of the new financial centre.

“A key area of the Managing Director’s work will be coordinating the launch of the Financial Centre,” Asadov said.

This includes preparing priority regulatory documents and establishing cooperation between government bodies and the centre’s structures.

The Managing Director will also represent the TIFC in its relations with international organizations, foreign and domestic investors, and partners in Uzbekistan and abroad.

Her responsibilities will include participation in personnel decisions, including the appointment of the Executive Director of the Financial Centre’s Administration and the director’s deputies, as well as making recommendations concerning the leadership of the Financial Services Department.

In addition, the Managing Director will have the authority to conclude agreements, establish working groups and engage experts.

A new financial services centre

The Tashkent International Financial Centre is being established as a specialized platform for attracting foreign investment, developing financial services and facilitating international business in Uzbekistan.

President Shavkat Mirziyoyev signed the decree establishing the TIFC in July 2026. The document provides for the creation of a separate financial jurisdiction in Uzbekistan, with its own regulatory and dispute-resolution institutions, aimed at international investors.

The authorities expect the centre to become one of the instruments for turning Tashkent into a regional financial hub for Central Asia.

Expanding role of the Presidential Administration chief

The appointment comes less than a month after the constitutional law “On the Presidential Administration of the Republic of Uzbekistan” came into force.

As Yep.uz previously reported, the new law significantly expanded the powers of the head of the Presidential Administration. In particular, the head of the Administration was given the authority to issue orders binding on state bodies, participate in coordinating the activities of the government and regional authorities, oversee the implementation of strategic projects, and serve as deputy chair of the Security Council.

At the time the law was adopted, Saida Mirziyoyeva already headed the Presidential Administration.

Mirziyoyeva’s appointment as Managing Director of the Tashkent International Financial Centre means that she will coordinate the launch of one of the most significant institutional projects in recent years, which the authorities view as a key element of their strategy to attract international capital to Uzbekistan.
