EU imposes sanctions on Uzbek businessman Rustam Muminov

Uzbek entrepreneur Rustam Muminov has been included in the 19th package of EU sanctions adopted on 23 October 2025. According to the EU, Muminov continues to control the Fargona Chemical Plant (Farg’ona Kimyo Zavodi), which, the organization states, supplied cotton pulp to the Perm and Kazan powder plants for the production of weapons for the Russian Armed Forces.

“Rustam Muminov controls Fargona Chemical Plant, an Uzbekistani company. The Fargona Chemical Plant has supplied the Perm Powder Plant and the Kazan State-Owned Gunpowder Plant with cotton pulp, which those entities have used to manufacture weapons for the Russian Armed Forces,” the document reads. “Therefore, Rustam Muminov is supporting Russia’s military and industrial complex.”

The document also states that Rustam Muminov was born in 1965 and holds citizenship of Uzbekistan, Russia, and the United Kingdom.

The EU condemns Russia’s war against Ukraine and confirms its readiness to continue pressure, including through new sanctions.

Fargona Chemical Plant

The Fargona Chemical Plant was registered on 3 August 2012 and produces paper pulp and cellulose. Its charter capital is 51.1 billion soums (about $4 million). Founder — Mercury Renaissance (100%), director — Sergey Nazirovich Sabirov.

Mercury Renaissance LLC, located in the Yakkasaray district of Tashkent, was registered on 11 April 2016 and is engaged in renting and leasing construction machinery and equipment for civil construction projects. Its charter capital is 22.6 billion soums ($1.75 million). Founders — Olga Yurevna Shagiyeva (60%) and Shaxriyor Saxiyorovich Tadjiyev (40%), director — Azamjon Nurillayevich Valixonov.

Mercury Renaissance

However, according to official documents, as of May this year, 60 percent of Mercury Renaissance belonged to Rustam Raximdjanovich Muminov.

In May, Ukraine imposed sanctions on three companies from Uzbekistan, suspecting them of supplying dual-use products to the Russian military-industrial complex. Among them were Raw Materials Cellulose, Mercury Renaissance, and the Fargona Chemical Plant. At that time, Ukraine also imposed personal sanctions on Rustam Muminov.
