Uzbekistan to Introduce Mandatory Medical Exams for Detainees to Prevent Torture

Detainees will undergo medical exam before being placed in pre-trial detention center in Uzbekistan

🗓 On June 26, 2025, Uzbekistan adopted amendments to the Law “On the Procedure for Holding in Custody During Criminal Proceedings” (Law No. O‘RQ-1072), establishing mandatory medical exams for detainees.

Under the new regulation, every person taken into custody must undergo a medical check within two hours of being brought to a pre-trial detention center.

⚖️ Exams May Include Legal Representation
With the detainee’s consent, a lawyer may be present during the examination — a safeguard to ensure transparency and protect rights.

📋 Documentation & Prosecutor Notification
The results are recorded in an official medical certificate. If the detainee shows signs of injury or trauma, this is documented, the person is informed, and the prosecutor is notified immediately.

✅ These reforms are a key step in preventing torture and unlawful treatment of individuals at the early stages of criminal proceedings in Uzbekistan.
