From April 1, 2026, a new procedure for transferring responsibility for traffic violations has been introduced in Uzbekistan. A vehicle owner can now officially report that another person was driving the car, and fines will be issued to the actual driver.
The changes were approved by Cabinet of Ministers Resolution No. 125 dated March 30, 2026. The document entered into force on April 1.
What changed
Vehicle owners are now allowed to notify the Road Safety Service about transferring responsibility for traffic violations to another person who was granted the right to drive the vehicle. This applies when the car is used by a relative, acquaintance, company employee, or renter.
Previously, fines were automatically issued to the vehicle owner regardless of who was driving.
How to transfer responsibility
The notification can be submitted:
- through the Unified Portal of Interactive Public Services (my.gov.uz)
- through the Road Safety Service mobile application
The vehicle owner must:
- fill out a form in the personal account
- indicate the person receiving driving rights
- specify the validity period of the transfer
- submit the notification
After that, the driver must confirm consent to accept responsibility. This is done via:
- electronic digital signature
- Mobile-ID
- Face-ID
Without confirmation from the second person, the notification is not considered valid.
Service fee
A fee is charged for submitting the notification — 10% of the base calculation amount.
Payment is made when submitting the notification.
Who receives the fines
If a violation is recorded by camera during the validity period of the notification:
- the fine is issued to the actual driver
- the notification is sent to that driver
- responsibility lies with the driver, not the vehicle owner
This applies to all violations recorded by photo and video cameras.
If the driver is a foreign citizen
If the vehicle is transferred to a foreign citizen and they violate traffic rules:
- the fine must be paid when leaving Uzbekistan
- an exit restriction may apply until payment
- customs authorities will lift the restriction only after the fine is paid
Additional change
The same resolution sets the validity period of the motor vehicle registration certificate at 5 years.
Who this affects
The new procedure applies to:
- car owners who give vehicles to relatives
- companies with corporate transport
- owners renting out vehicles
- families where several people use one car
- cases of temporary vehicle transfer
It is now possible to formalize the transfer of responsibility in advance and avoid fines issued to the vehicle owner.
